2018 Legislative Study Topics Set 


Legislative leaders convened in Indianapolis today to set the agenda for the Indiana General Assembly’s interim study committees. Below is a list of topics impacting health care that will be given a closer look by committees during the summer and fall.

Interim Study Committee on Public Health, Behavioral Health, and Human Services
  • Issues related to medical marijuana
     
  • The impact that opioid treatment programs have on the neighborhoods and communities in the immediate area of the opioid treatment programs, including the following:
    • Criminal activity, including violent crimes, property crimes, and drug-related crimes.
    • Emergency medical services, including the number of calls for assistance, runs provided, and cases of overdoses.
    • The effect on the local economy, including the area property values.The effect on the residents’ quality of life, including any additional traffic and excessive noises.
    • Any other direct impacts that opioid treatment programs have on the surrounding area.
    • Study other states’ and localities’ best practices to monitor and regulate opioid treatment programs to reduce negative impacts to the neighborhoods and communities in the immediate area of the opioid treatment programs.
       
  • The impact that joining the nurse licensure compact would have on the delivery of nursing services to residents of Indiana, including the following:
    • Recent changes made to the nurse licensure compact, including benefits other states have realized from joining the nurse licensure compact.
    • The likely changes to access to nursing services in Indiana as a result of adopting the nurse licensure compact, including access to nurses in border areas of the state and in underserved areas.
    • Increased employment opportunities that may be gained by Indiana nurses if Indiana enters in to the nurse licensure compact.
    • Issues concerning the oversight and enforcement of standards of practice of nurses by the Indiana State Board of Nursing and the Interstate Commission of Nurse Licensure Compact Administrators.
       
  • Imposing the following as conditions to receive benefits from:
    • Federal Supplemental Nutrition Assistance Program
      • Eligibility verification and monitoring;
      • Identity authentication;
      • Prohibition of waivers of work requirements; and
      • Cooperation with child support enforcement activities.
    • Medicaid
      • Eligibility verification and monitoring;
      • Identity authentication; and
      • Prohibition of waivers of work requirements
Interim Study Committee on Fiscal Policy
  • The fiscal, economic, and workforce development impact of Indiana smoking rates
     
  • A multi-year review, analysis, and evaluation of the efficiency and effectiveness of workforce-related programs
Interim study committees will be chaired by the Indiana House of Representatives and will likely begin meeting after the Fourth of July holiday. IHA will be watching these committees closely over the summer, and will keep members informed as new information is made available.
