DDRS Waiver Redesign – public comment request


In 2016, the Division of Disabilities and Rehabilitative Services partnered with the Arc of Indiana to host 15 listening sessions with families and self-advocates. Using that feedback as a guide, the Division embarked on a journey to redefine how we deliver person-centered services to individuals with intellectual and developmental disabilities. Our goal was to make person-centered planning a more purposeful conversation with the individuals we work with and their families.
Through this journey, the Division adopted the principles of the LifeCourse Framework, serving as our driving force and providing a shared set of values that focuses on the premise that all people have the right to live, love, learn, work and play in their community. We updated and modernized our Person Centered Individual Support Plan process. We worked with a wide variety of stakeholders to develop the Comprehensive State Plan on Community-Based Services for Persons with Intellectual and Developmental Disabilities with the 1102 Task Force.
In April 2019, the Division continued its journey by kicking off the Bureau of Developmental Disabilities Services’ waiver redesign project in coordination and collaboration with stakeholders, and our contracted partner Human Services Research Institute. The waiver redesign project is a multi-year process to modernize and improve the services and supports array for Home and Community-Based Services for individuals with intellectual and developmental disabilities.
BDDS is pleased to share with our partners and stakeholders, the waiver redesign Initial Concept paper. The concept paper is our way of making sure that everyone has an opportunity to provide feedback and input on the major ideas and path forward. Therefore, the ideas presented are intended to be a reflection of the desires and core issues stakeholders have shared with us over the past several years, and are being presented for stakeholder feedback.
