Unwinding the Federal PHE

Under the Families First Coronavirus Response Act states received additional Medicaid reimbursement in return for “pausing” more restrictive eligibility standards, methodologies, or procedures. The “pause” was in compliance with the maintenance of effort requirement of continuous Medicaid coverage during the Federal Public Health Emergency (PHE). The current Federal PHE is set to expire as soon as April 16 and the Department of Health and Human Services must give states 60 days’ notice before ending the PHE. At the time of writing, notice has not been received.  
 
When the Federal PHE ends, Indiana Health Coverage Program (IHCP) members may lose coverage if they do not respond to requests from FSSA for updated information. Advocates are concerned that State notices may go unread or not reach the intended person. The State provided some preliminary plans for ways to address the additional workload. Anyone assisting Hoosiers served by IHCP are encouraged to:
 
  • Inform consumers to confirm their current address and contact information.
  • Educate consumers that HIP POWER account or CHIP premium payments will resume.
  • Assist consumers to create and access an account within the benefits portal to receive the most current information about their coverage.
  • Remind consumers that lose coverage of options with the Marketplace and
  • Encourage consumers to reach out to Enrollment Specialist, Navigators and other professionals for updates and assistance.
