The change in how Medicaid wavier services are funded is called, "OASIS," and stands for Objective Assessment System for Individual Supports.
Under OASIS,funding will be based on an individual assessment of each Medicaid waiver consumer called the Individual Client and Agency Planning (ICAP). This assessment and other factors will be used to determine the budget that will fund services to Medicaid waiver consumers.
Beginning July 1, FSSA will begin phasing in OASIS to all Medicaid waiver consumers in
How will OASIS impact Medicaid waiver consumers and their families? It is possible that the assessment will determine that your budget for services should increase. It is also possible that the assessment will determine that your budget for services should decrease. It is important to know that you can appeal a decision that results from the OASIS process.

Family Voices and The Arc of Indiana encourage those who have, or are waiting for, the Developmental Disability,Autism and/or Support Services Medicaid waivers to attend one of the OASIS public informational forums, scheduled throughout the state, March 20 – April11. Following is a list of possible questions families may want to have in hand to ask the presenter in the event that these questions are not addressed or adequately explained in the presentation.
Families are encouraged to take notes at the public forums, and to share those notes with Family Voices and/or The Arc of Indiana. This will help us seek clarification for all on the important issue of OASIS. OASIS talking points
Family Voices, together with The Arc of Indiana, encourages members who have,or are waiting for, the Developmental Disability, Autism and/or Support Services waivers to attend the OASIS forums to find out how it will impact services. We have compiled a list of possible questions families may want to have in hand to ask the presenter in the event they are not covered or adequately explained in the presentation.
Issues of interest to families:
What type of things does ICAP (the objective assessment tool) measure?
- is it appropriate for different ages?
- does it take into consideration that it's important to provide needed supports as early as possible in an individual's life to ensure the best possible outcomes and independence?
- is it appropriate for various levels of functioning? ie nonverbal individuals?
What other assessments/factors help determine the budget?
Are there other elements of people's lives OASIS should be measuring?
Will it provide for real work in the community and have provide funds to support people all week in meaningful activities?
Will it help people move from sheltered workshops to real jobs if that's what they want to do?
Will it help high school aged individuals get adequate pre-vocational and vocational skills?
How will it provide for support to families with young children and assist with work being done in school?
What do you envision a child buying in the list of available services?
What if I don't agree with the budget?
Can I appeal?
- how do I appeal?
- will someone assist me with appeal?
- what happens in the month or months while this appeal is being considered?
What if my budget is a lot less than what I used to receive?
Will I have a transition period to make sure my needs are met while I move from one budgetto another?
What types of things can I buy with my budget?
- are there things I can buy now that won't be available under OASIS?
- what if there are things I want to buy that aren't offered?
- what if the service is available but there's no provider near me who offers it?
- what if I don't spend all of my budget because of a lack of services and/or providers in my area? do I lose those funds?
How will it address transportation and access to transportation? Families often have to provide all the transportation needs for individuals including letting staff use the family vehicle. How will it plan for this critical need?
The toll caregiving takes on families is tremendous, a task willingly taken on and one that saves the state millions a year. How will OASIS address the need for greater family support and respite as a realistic support instead of what often is now a service you cannot really get?
Will it allow for more flexibility is using respite? Currently the state is very specific about what a caregiver can be doing during respite.
How will it help families get what they need; not just what is offered or available in their area? Will it support self-directed initiatives and allow forcreative use of funds?
Will it help with the problem of staff turnover by providing better pay and benefits or staff and the needs they have for mileage reimbursement when gas is $4 a gallon?
Can I change my services if I change my mind before my plan of care date is over?
- how many times can I change my mind?
- who makes sure I'm getting what I need?
- will it respond to changing family situations – how quickly will OASIS deal with a person's change in health, behavior or loss of a family caregiver?
Since Person Centered Planning is supposed to drive this in best practice, can I ask someone qualified, besides my case manager, to do a person centered plan for my needs? how can I pay for that?
Are there enough case managers at IPMG to make sure I get enough help with OASIS?
Will OASIS impact the waiting list for the Medicaid waivers?
