BDDS waiver amendments for public comment

On April 30, 2018, the Indiana Family and Social Service Administration Division of Disability and Rehabilitative Services (DDRS) intends to submit proposed amendments to the Community Integration and Habilitation Waiver and the Family Support Waiver to the Centers for Medicare and Medicaid Services (CMS) for consideration. The waiver amendments are available for review and public comment on the DDRS Draft Policies for Public Comment webpage.
These amendments propose changes to the reimbursement rate for case management services due to the changing roles and responsibilities of case managers to align with the Division’s realigned person-centered planning approach. All proposed changes are outlined in the Purpose of Amendment section of each amendment, including notable language updates, clarification of Other Standards under the Provider Qualifications for all services, and clarification that certain therapy services for participants under the age of 21 must be accessed through the Early and Periodic, Screening, Diagnostic and Treatment (EPSDT) program of the Indiana Medicaid State Plan rather than through the waiver. 

Additionally, the amendments propose removing the restriction use of Prevocational Services by users of Extended Services, and for the CIH waiver only, removing the 10 hour limit on Community Based Habilitation-Individual (CHIO) services when delivered by the chosen provider of Residential Habilitation and Support-Daily (RHS-Daily) services.
Pending CMS’ approval, the amendments will go into effect August 1, 2018.
If CMS does not approve the Medicaid waiver amendments, rate increases may not be granted.
