Why Older Adults & Individuals with Disabilities Need Bold Investment in Medicaid HCBS

Medicaid home- and community-based services (HCBS) are a lifeline for millions of older adults with disabilities. Yet, the program has been underfunded for decades, leaving huge gaps that mean millions of people are unable to get the help they need at home and thus have no choice but to move into an institution. Those lucky enough to remain at home must rely on family members, who are stretched beyond their capabilities, and often have to choose between caring for loved ones or making a living.
We have a historic opportunity to make real change and to begin to build a system that works for older adults and their families. The Better Care Better Jobs Act would invest billions in Medicaid HCBS to strengthen our care infrastructure and provide good jobs for direct care workers.
