Moving Forward Housing Program

Indiana Housing and Community Development Authority partners with the Family and Social Services Administration
The Indiana Housing and Community Development Authority announced plans for their Moving Forward 2020 Program. IHCDA, in partnership with the Indiana Family and Social Services Administration and Energy Systems Network, will take on the challenge of providing integrated affordable housing for persons with intellectual and development disabilities by implementing innovative technologies to improve quality of life and independence.
“The Moving Forward program continues to focus on innovation and identifying strategies that can be used to address challenges facing Hoosiers," said Lt. Governor Suzanne Crouch, who serves as board chair of IHCDA. "Our goal is to find affordable housing solutions that are integrated for persons with disabilities that can become state and national models."
Along with this announcement, IHCDA has released a Request for Proposals seeking developers to submit a housing proposal. Two developers will be selected and work alongside IHCDA, FSSA's Division of Disability and Rehabilitative Services and ESN to create a final development concept through a serious of workshops.
"With support from FSSA and ESN, the selected developers will work closely with subject matter experts from across the country in the areas of the built environment, accessible design, finance, adaptive and smart home technology," said Jacob Sipe, Executive Director of IHCDA. "Throughout this process we will be focused on improving the quality of life of future residents and promoting greater independence for individuals with disabilities."
Once the final development concepts are complete, the two developers selected will have an opportunity to submit a non-competitive Rental Housing Tax Credit application under the General Set-Aside* next summer. Construction on these two new affordable housing developments is expected to start in 2021.
The Moving Forward Program, launched in 2015 by IHCDA and Energy Systems Network, is designed to create affordable housing that increases quality of life while decreasing the cost of living for low to moderate income individuals and families.

*Per the 2020-21 Qualified Allocation Plan, IHCDA will reserve 10% of its RHTC for the IHCDA General Set-aside. Under this set-aside, IHCDA reserves credits for developments that further the Authority’s mission, goals, initiatives, and priorities irrespective of the ranking by evaluation factors. The QAP states that the Authority will exercise its sole discretion in the allocation of the IHCDA General Set-aside.
